The 11-story prison is on a 52 acre site. Administrative offices are in a building that sits at the base of the six-story residential tower where inmates are housed. Each floor has two levels and is divided into two wings. In each wing are three cellblocks, each designed to hold 16 inmates. There are 48 cells used for administrative and disciplinary segregation.

Legislators provided for a dormitory addition at Piedmont as part of the $62.1 million prison construction program authorized in 1994. This construction was completed in 1995. In December 2009, the prison consolidated with the former Rowan Correctional Center, which added a minimum-security unit with 276 beds.

Piedmont Correctional Institution is a point of entry into the prison system for male felons ages 22 and older from western North Carolina who are sentenced to less than 10 years in prison. Upon arrival, inmates undergo a series of diagnostic evaluations that will determine future prison assignments. Many inmates are at Piedmont with short stays because they are being processed into the prison system or receive medical or dental services.

The prison has a 14-bed Infirmary and outpatient medical facility with capabilities for x-ray, EKG, lab, IV therapy and minor surgical operations. A three-chair dental clinic is staffed on a full time basis.

Inmates may participate in the New Direction program. New Direction provides intensive inpatient treatment in a fast moving, 28 day treatment cycle with lectures, films, educational and therapy groups, as well as individual counseling. Inmates work with professional staff and peer counselors. New Direction relies heavily on the principles of Alcoholics and Narcotics Anonymous with group meetings available in the evenings.

Correction Enterprises operates a reupholstery plant at Piedmont. Three Enterprises employees supervise inmates who work in the reupholstery plant. Other inmates may work as maintenance or kitchen help.

The institution provides vocational classes in woodworking, auto mechanics and auto body repair. A literacy computer lab, adult education classes and a course to prepare for the GED are available.

Inmate dies in apparent suicide

WILMINGTON – Inmate Joseph Hollar #0187972 died this morning after an apparent suicide at New Hanover Correctional Center, a minimum-security state prison for men. Shortly before 10:30 this morning, an inmate notified a correctional officer that Hollar was in distress in a dormitory bathroom. The officer found Hollar unresponsive on the bathroom floor. Local EMS responded within minutes and determined the inmate was dead. Investigators from the New Hanover County Sheriff’s department are on the scene.

Hollar, 48, was serving 2 years for driving while intoxicated and malicous conduct by a prisoner. His convictions are from Alamance County and he was scheduled for release in December.

      It takes a few days to process the inmate. You cannot call the inmate. The inmate can call you once he implements his telephone list.

    I was told that an inmate can only call 2 a month is this true? Is processing time 30 days? Regarding telephone communications:

    Can inmates use the telephone?
    Yes. Inmates housed in regular population at all facilities except
    Central Prison will be allowed to make telephone calls to family
    and friends. The number of calls an inmate is allowed to make
    may be limited by the housing assignment or custody classifi cation.
    All telephone calls will be collect and may be monitored.
    Family and friends may request that their telephone number be
    blocked, which will prevent the inmate from calling that number.
    Inmates are not allowed to receive telephone calls. Inmate
    telephone use is a privilege which may be restricted for disciplinary
    purposes. If there is an emergency, critical injury, illness, or
    death of a family member, contact should be made with the prison
    facility where the inmate is housed. It is important that correct
    information is provided so that staff can accurately inform the

        Neuse Correctional Institution serves as the point of entry into the prison system for adult male misdemeanant offenders from all counties. An amended mission is to process felons with sentences less than 24 months. The prison has been designed to provide 590 beds for inmates going through the diagnostic process.

    I recently contacted Piedmont Correctional Institute to inquire about the number of phone calls an inmate could place. I was advised that they could only place 2 calls per month (as long as they were in Regular Population). Is that true? The other facilities that I contacted did not have any limitation on the number of calls placed (as long as they had the funds). The only limitation was on the duration of the calls, which was limited to 15 min.

    Can you tell me where I can find information on gang history, history of violence and history of abusive guards?

    Also, where can I find out what personal affects an inmate can have? I am specifically interested in this information for: Avery-Michell, Mt. View, Harnett, Nash & Piedmont.
